There is a certain kind of person who, upon arriving in a new city, immediately wants to know why the streets are arranged the way they are. Why this one dead-ends. Why that neighbourhood has wide boulevards while the next one over is a tangle of medieval lanes. Why the tallest buildings cluster here and not there. If you are that person, congratulations — you have spent years being mildly insufferable at dinner parties and also you are about to have a very good few minutes.
Cities are, at their best, the physical record of every decision a society has made about how to live together. At their most honest, they are the record of every compromise, constraint, and spectacular miscalculation made along the way. The two are often indistinguishable from the street level, which is part of what makes them so interesting.
Behind the apparent chaos of any urban environment, four forces tend to do most of the shaping. They rarely agree with each other, which is why cities look the way they do.
Geography — the argument nobody wins
Rivers, hills, coastlines, and flood plains don't negotiate. They were there first. San Francisco's famous hills weren't a planning choice. Manhattan's density wasn't visionary — it was an island. Hong Kong built upward because there was nowhere else to go. The city's relationship with its landscape is usually the first sentence of its story.
Land value — the argument that never ends
Whoever owns the land decides what gets built on it. In aggregate, thousands of these decisions produce the texture of a city — where it densifies, where it sprawls, which neighbourhoods gentrify and which don't. Property ownership shapes cities more profoundly than almost any master plan, and with considerably less self-awareness about it.
Transport — the argument with the longest hangover
Cities built before the car are walkable by accident. Cities built around the car are hostile to everything else by design. The introduction of the motorway, the highway, the parking minimum — each reshaped urban form in ways that are still being reckoned with. The lane widths on your local road were probably set by a traffic engineer in 1974 and have never been reviewed.
Politics — the argument that produces the weirdest outcomes
Zoning laws, building codes, NIMBYism, infrastructure investment, and the occasional autocrat with a vision have all left their mark. Paris's famous boulevards weren't about aesthetics — Baron Haussmann was partly making streets too wide for revolutionaries to barricade. Every city has streets that exist because of decisions that had nothing to do with city planning.
Urban planning history is littered with ideas that looked brilliant on paper and produced outcomes that were, to put it charitably, instructive. Here are a few highlights from the genre.

The superblock — isolate the residents from the chaos
Mid-century planners loved the idea of separating pedestrians from cars by routing roads around large residential blocks. In theory: safe, quiet, green. In practice: isolated communities, dead street frontages, and ground floors that nobody walked past. The street — with its noise, its unpredictability, its inconvenience — turned out to be doing rather a lot of social work that nobody had credited it for.

The urban motorway — bring the future to the city
Why drive around cities when you could drive through them? Elevated highways were threaded through the hearts of cities across America and Europe, demolishing neighbourhoods, severing waterfronts, and creating acres of prey, noisy, unusable land beneath them. Many of these are now being torn down at enormous expense, and the areas beneath them turned back into parks and streets. The original construction cost has, effectively, been paid twice.

The tower in the park — stack people, free the ground
Le Corbusier's vision: demolish the messy, low-rise city and replace it with tall towers surrounded by parkland. Efficient, light-filled, modern. The parkland, in practice, became unattended, underused, and unsafe. The towers became isolated from the street life that makes urban living functional. The idea was applied at scale in public housing projects across the world. Most were demolished within thirty years.

The pattern across all three is the same: planners optimised for a single variable — safety, flow, efficiency — and discovered, too late, that cities are systems. Pull one thread and something unexpected unravels somewhere else. Streets that feel inefficient are doing six things at once. Neighbourhoods that look messy are producing social capital that doesn't appear on any plan.

The cities consistently rated most liveable in the world tend to share a set of characteristics that no master plan produced: mixed uses on the same street (flats above shops above offices), buildings that address the pavement, public space that has natural surveillance from surrounding windows, and transport options that don't require a car for every trip.
None of this is complicated. Most of it was standard practice before the twentieth century invented the idea that expertise could replace incrementalism. The best urban environments tend to be the ones that grew slowly, adapted constantly, and were never quite finished — which is, when you think about it, a reasonably good description of anything that's actually alive.
The next time you walk down a street that feels good — that has the right rhythm, the right scale, the right mix of activity — it's worth pausing to consider that nobody planned it to feel that way. It just survived long enough to work itself out. Which, in the history of cities, is about as close to genius as urban design gets.
